Institutional investors and investment managers across Europe are increasingly playing a critical role in delivering affordable and sustainable housing. Despite regulatory complications with permitting procedures and planning systems, private capital is being mobilised to address Europe’s housing challenges.
In response to the European Commission’s call for practical examples, INREV members have shared ten case studies highlighting innovative approaches to affordable housing. Projects range from Catella’s sustainable homes in Haarlem and Hines’ urban regeneration schemes to PIMCO Prime Real Estate’s initiatives in Germany and a.s.r. real estate’s impact investing strategy. These examples showcase collaboration with public authorities, creative financing solutions, and strategies to overcome local regulatory hurdles.
To further strengthen public-private cooperation, INREV is engaging with the EU Taskforce for Affordable Housing, including a closed-door workshop in Q1 2026 for institutional investors to discuss challenges and solutions.
